Shower remodel permit checklist for El Paso

Swapping a shower door is usually simple. A full shower remodel can bring in plumbing permits, historic-district rules and dumpster permits. Here's how the City of El Paso's own guidance sorts it out.

When you usually don't need a permit

The City of El Paso's When Do I Need a Permit? guide (PDF) says minor, nonstructural work like painting doesn't need a permit. Neither does replacing fixtures when you aren't changing the mechanical, electrical or plumbing systems.

Replacing a shower or tub door, adding a fixed glass panel, or replacing a mirror usually falls in that category.

When the job becomes a remodel

Moving a drain or valve, converting a tub to a walk-in shower, adding a bench with new framing, or running new wiring for lights or a fan all touch plumbing or electrical systems. The city issues trade permits for that work only to registered contractors. A homeowner can get a building permit for their own home with proof of ownership.

  • Door, panel or mirror swap only: usually no permit.
  • New valve, drain or tub-to-shower conversion: plumbing permit by a registered plumber.
  • New lights, outlets or fan: electrical permit by a registered electrician.
  • Moving or removing walls: building permit.

Historic districts, dumpsters and other cities

If your home is in a city historic district, such as Sunset Heights or Manhattan Heights, the city says your project may need Historic Preservation review even when it doesn't need a permit. That mostly affects exterior work, but check before you start.

A dumpster or storage pod on your property for more than 7 days needs a permit, and so does placing one on a city street for any length of time.

Horizon City, Socorro, Anthony, Vinton, unincorporated El Paso County and the New Mexico communities each have their own rules. The city's One Stop Shop at 811 Texas Avenue, (915) 212-0104, can answer questions for addresses inside El Paso.

Safety glass is not optional

Building codes treat glass in shower and tub enclosures as a hazardous location, so it must be safety glazing, almost always tempered glass. Tempered panels carry a small permanent mark in one corner. Tempered glass can't be cut after it's made, which is why installers measure carefully before ordering.

Permit questions

Do I need a permit to replace a shower door in El Paso?

Usually not. The city's guidance exempts fixture replacements that don't alter plumbing, electrical or mechanical systems. Confirm with the One Stop Shop if your job includes anything more.

Can I pull a plumbing permit myself?

The City of El Paso issues trade permits, including plumbing and electrical, only to registered contractors. Homeowners can get building permits for their own homes with proof of ownership.

Do I need a permit for a dumpster during my bathroom remodel?

Yes, if it stays on your property more than 7 days, or if it's placed on a city street for any length of time.

This checklist summarizes public City of El Paso guidance in plain language. It is not legal advice, and rules can change. Confirm with the city or your contractor before you start.
